Mounds View City Council Ncvember 13, 1989 <br />Regular Meeting Page Six <br />Clerk/Administrator Pauley explained they must con- <br />sider the ramifications of what no parking on both <br />sides of the street could bring, and if it just <br />shifts the problem down the road. The Council does <br />have the authority to do so, but their practice has <br />been to evaluate the situation before making any <br />decision. <br />Linda Nelson, 7520 Greenfield, suggested starting <br />with no parking on the residents side, then taking <br />it one step further if necessary. <br />Mayor Hankner stated that to get going, they will <br />change the signs to the residents side and research <br />the issue further. She added Mr. Carter can petition <br />for a sign in front of his own hume, in the meantime. <br />After the signs have been relocated, Staff will <br />evaluate the situation for 30 days and report back to <br />the Council. <br />Clerk/Administrator Pauley reviewed the list of items <br />9. Second Reading <br />raised last week at the special meeting concerning <br />and Adoption <br />the Hardees development. The items the neighbors <br />of Ordinance <br />were most concerned with were traffic, operating <br />No. 479, Amend - <br />hours, deliveries, landscaping, alternate locations, <br />ing Chapter ---I <br />litter, exterior lighting, garbage and volume of <br />of the Muni(._ <br />outside speakers. <br />pal Code <br />Robert Rais, no address given, stated he favored <br />an alternate location within the same triangular <br />area as proposed, closer to Highway 10. <br />Public Works Director Minetor reviewed the submitted <br />lighting plan and reported spillage would be very <br />minimal. <br />Mayor Hankner reviewed the process to date, noting <br />that the public hearing was already held, and no <br />one came in then, and the first reading has also <br />been held. <br />Doug Sinclair, of Tenant Services, a consultant <br />to Paster Enterprises, presented a letter to the <br />Council, giving their responses as asked for on <br />each issue presented, and he read the letter. He <br />noted they have addressed all concerns, complied <br />with all requirements of the Planning Commission <br />and City Council, and they respectfully request <br />Council action on the second reading of the ordi- <br />nance at this time. <br />
