Mounds View City Council <br />Regular Meeting <br />�~ Mike Diamond, of Cardinal Development, reviewed what <br />is planned for the speaker for the drive through <br />facility. <br />Mayor Hankner noted the Planning Commission worked <br />long and hard on this proposal before sending it <br />on to the Council, and the Council is now taking all <br />input into consideration. <br />She added it was tier belief that the first issue to <br />address would be the alternate location. However, <br />Paster Enterprises has stated there is no possibility <br />of relocation. <br />Mr. Sinclair explained that to relocate to an alter- <br />nate site on the property would not work due to both <br />parking and traffic control problems, and 'agreements <br />made with tenants in the center already, and to <br />relocate within the triangular area would not work <br />due to layout and configurations. <br />Warren Johnson, 7710 Greenwood Drive, stated his <br />main concern is still traffic, and he has talked to <br />both the County and the State, who have said the <br />City can control it. He added they need some type <br />of control to keep people from crossing over all <br />four lanes. <br />In addressing the traffic issue, it was felt physical <br />barriers would not work. Fire Chief Fagerstrom re- <br />viewed the safety issues involved, and Attorney Karney <br />gave the legal opinion that the City could be held <br />liable if emergency service was delayed due to the <br />placement of barriers on County Road I. <br />Mark Thompson, of Benshew and Associates, gave the <br />background in the traffic study that was done, and <br />other work they have done in the City. <br />It was the opinion of the majority of the Council <br />that the traffic should stand as presented by Paster <br />Enterprises. <br />Clerk/Administrator Pauley advised the development <br />agreement could address looking at traffic again <br />in 12 months and possibly reassessing it then. If <br />that is the desire of the Council, it should be <br />stated now. <br />Molly Ryan, 7755 Eastwood Road, stated if the Council <br />is not going to consider the residents opinions now, <br />Gwould they listen to them in one year. <br />Mr. Minetor explained a subjective approach does not <br />work, and they need to base their decisions on <br />November 13, 1989 <br />Page Seven <br />
