MEMO TO: MAYOR AND CITY COUNCIL/ice/vv /S <br />FROM: CLERK-ADMINISTRATO* �'f{ <br />DATE: NOVEMBER 6, 1989 <br />SUBJECT: WORK PROGRAM AND REPORT ON EXTERNAL CONTACTS <br />At my October 2, 1989 Performance Review I was instructed to <br />provide to the City Council by December 1, 1969 a proposed <br />Work Plan based upon the current Long Term Financial Plan <br />and proposed 1990 Budget. The Work Plan was to be laid out <br />in a calendar format using bar graphs. <br />After receiving this direction, I involved the Department <br />Heads and City Planner in coming up with a framework for a <br />Work Plan. We looked at both manual and computer -generated <br />systems and selected the computer -generated option due to <br />the fact that it can be easily updated, can be transferred <br />between departments with computer ability, and provides for <br />greater flexibility. Based upon that decision, Ric Minetor <br />and Don Brager assisted me in searching the various software <br />options available to us and we selected a software program <br />known as "Quick Schedule" available to the City through <br />Sailor Software at a cost of 559.00. Staff is still <br />learning this software program and our initial proposal for <br />a work plan could be modified over lime as we become more <br />skilled with the program. <br />Attached for your information is a copy of the Proposed 1990 <br />Work Schedule for all departments broken down by departments <br />based upon the Long Term Financial Plan, 1990 Budget and <br />Budget Goals as well as those work areas staff knows must be <br />undertaken during 1990 which would require a significant <br />expenditure of staff time. <br />I would appreciate your comment on this Work Plan which has <br />been reviewed and approved by all Department Heads and the <br />City Planner. <br />The Council also directed at my October 2, 1989 Performance <br />Review that by December 1, 1989 I submit a proposal for <br />improving the manner in which I report my external contacts <br />to the City Council. As I am not exactly certain what <br />particular contacts the Council is concerned about, I have <br />addressed this matter in the broad fashion of all external <br />contacts I have. Based upon that consideration, I have <br />identified three options for your consideration. <br />The first would be to expand my biweekly Adminstrative <br />Newsletter. The advantage of this is that it is a current <br />practice not requiring any additional work on my part. The <br />disadvantage is that the report via Newsletter is done every <br />two weeks thus information will be dated. <br />
