OTHER METROPOLITAN LOBBYING GROUPS <br />The Task Force met with Minnetonka City Manager Jim Miller, regarding the Muni- <br />cipal Legislative Commission, and Brooklyn Park Mayor Jim Krautkramer repre- <br />senting the Northern Mayors' Association. The Task Force observation is that <br />the AMM has been able to form effective and cooperative relationships with these <br />specialized groups, and that they should not be seen as a threat to the AMM. <br />As indicated in the introduction, an additional splinter group which existed in <br />1984, the Municipal Caucus, has since gone out of existence. <br />RECOMMENDATIONS <br />We recommend that the AMM strive to be the organization seen as the legiti- <br />mate voice to speak on behalf of all cities in the seven -county metropoli- <br />tan area, while recognizing the legitimate need of some breakoff groups for <br />special purposes. <br />The AMM should not perceive existing specialized groups as a threat, but <br />attempt to maintain a cooperative and mutually supportive relationship. <br />We recommend that the AMM maintain its openness to all cities in the seven - <br />county metropolitan area, resisting any impetus to limit membership to a <br />more limited group (i.e. suburban caucus). <br />- 9 - <br />
