jc-i" F <br />MEMO TO: MAYOR AND CITY coUN L <br />FROM: CLERK-ADMINISTRATO <br />DATE: JUNE 7, 1990 <br />SUBJECT: 1990 PUBLIC WORKS LABOR AGREEMENT <br />As you know, over the past several weeks Ric Minetor, Mike <br />Ulrich and I have been negotiating a labor agreement which <br />will replace the agreement with Local 49 as a result of the <br />recently approved decertification. <br />Attached is a copy of the proposed agreement which received <br />unanimous approval of all members and, although not entirely, <br />is generally consistent with the negotiating guidelines you <br />provided earlier this year. The significant changes in the <br />agreement vs. the former agreement other than there no longer <br />being a reference to a union are as follows: <br />1. The grievance procedure is that <br />provided for in the City Personnel <br />Code. Mediation and arbitration are <br />no longer an option. <br />2. Standby duty benefits have been <br />increased to provide an additional 2 <br />hours of overtime when a holiday <br />falls within the 7 day assignment <br />period and the use of a City vehicle <br />at the option of the employee. <br />3. Performance reviews will be conducted <br />on an annual basis using a form <br />designed with employee input. <br />Performance reviews are appealable to <br />the Public Works Director only. <br />4. The old job classification and wage <br />structure of Maintenance Worker I, II <br />and III with a bonus for Heavy <br />Equipment has been eliminated. In <br />its place is a job classification <br />system described on pages 10 thru 15 <br />of the Agreement. <br />The proposed job classification <br />system has 4 levels, Public Services <br />Worker A, B, C, D with each level <br />requiring greater experience, <br />training and skills than the <br />preceding level.
