MEMO TO: Mayor and City Council
FROM: Mary Searion, Director r
Parks, Recreation and Forestry
DATE: December 26, 1986
RE: Aquatics Supervisor Joint Powers Agreement
Tile City of Mounds View received notification from the City of New
Brighton requesting the dissolving of the joint powers agreement
tbeteen tie two hew
opinion of tile tCity ies fOf New Brighton that or the Aquatics rthe ojoint iIt is
powers
agreement was not meeting their needs. In particular, it was the
opinion that Aquatics Supervisor Pete Rechtzigel was not providing
adequate services to warrant the position. The contract ends as of
December 31, 1986 and it is requested that the joint powers agreement
be dissolved.
It is my opinion that the joint powers agreement did not work for
several reasons.
1. The position calls for the supervision of two beaches and two
pool programs. Past practice in the City of Mounds view shows
that one full-time summer staff person was hired to operate the
functions of Lakeside Park beach and Edgewood Community Center
no
constructed of ol alone. The dditionalregional prekbeaclhiiltLes facility (LongvLakeg a
igiwiew School summer pool program
Regional Park beach) and the H
is an unrealistic task -
Peer Rechtzgel was
April
nd was
2. bet
operatingiall fourhfacilitiesebynMay f24, 19B6198Itao
is again an
expectationunrealisttc
intervieww, hirestaff, organmonth
organize instruction curriculum, trainize,
staff, orientate staff with facilities, supervise beach
preprations, doneaJanuary aApril. Beach vand epool tstaff arec. Most usually f these tasks e
usually hired by
February. To expect one to accomplish all these tasks in one
month is unrealistic.
3. Peter Rechtzigel supervised approximately 50 staff among the two
cities, 20 Mounds view staff and 30 New Brighton staff. Each
city had particular rules and regulations regarding pay scales,
payment practices, school facility requirements, beach facility
needs, etc. It is very difficult to supervise 50 staff even when
eveything
citiess the sme. , tr, due to the he supervisionrequirements
and
administration duties were difficult.
ng
4 activitiesnthatesummer xperienis so busy ce in rand ifast npaced supervising that all
energies must be on the activities at hand. It is not the time
for administrative research. Unfortunately, it was the
expectation that such projects as a pool and beach manual be
written, as well as encouraging corporate participation in the
pool programs, etc. Needless to say, the summer duties did not
lend time for such endeavors. It is my opinion that this was an
unrealistic expectation for a summer task.
