-2- <br />5. when reviewing Peter Rechtzigel's application, one can see that <br />tie had great experience as a water Safety instructor, Lifeguard <br />and other water operations. However, Peter had no real <br />experience in administrative or programming of activities in a <br />municipal setting. It is therefore understandable that Peter <br />would need the benefits of trial and error that an experienced <br />administrator may not require. This should have been foreseen <br />when Peter was hired. <br />At the present time, Peter feels very frustrated and rightly so. The <br />Joint powers agreement, I feel was unrealistic in expectations and the <br />amount of work responsibility is too broad for one person. It is my <br />opinion that the joint powers agreement is inappropriate for the <br />duties of an aquatics supervisor. <br />I wish to retain Peter Rechtzigel on a part-time basis as Aquatic <br />Supervisor at an hourly salary of $9.13. It is Peter's desire to <br />remain with the City of Mounds View as Aquatics Supervisor until a <br />full-time job opportunity can be found. It is his expectation that he <br />will remain the winter and perhaps Spring quarters but probably will <br />be gone by Summer quarter. <br />RECOMMENDATION To dissolve the joint powers agreement with the <br />City of New Brighton for an Aquatics Supervisor as of December 31, <br />1986 and to retain Peter Rechtzigel in the part-time postion of <br />Aquatics Supervisor at a salary of $9.13/hour. <br />
