RESOLUTION NO. 2151 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION ESTABLISHING POLICY ON EMPLOYEE BENEFITS <br />WHEREAS, in the past few years instances have arisen <br />where employees are absent from work due to illness or injury at <br />a tine when their personal sick leave benefits have been <br />depleted; and <br />WHEREAS, no policy exists to guide the City's administra- <br />tion with respect to the use of vacation leave and the accrual of <br />benefits during unpaid absences; and <br />WHEREAS, the City Council wishes to rectify the situation <br />by establishing a policy addressing these matters. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Mounds View that the following policy is established <br />regarding absences due to illness or injury. <br />1. When an employee has used all available sick leave, <br />accumulated vacation leave must then be drawn upon <br />until the balance is depleted at which time the <br />employee will be placed on leave of absence without <br />pay• <br />2. During a leave of absence without pay, no benefits,i.e. <br />vacation or sick leave, health and life insurance <br />premium contribution, uniform allowance, and vehicle <br />and expense allowance shall be accrued or paid by <br />the City. Said benefits shall be prorated if the <br />absence is for a shorter duration than the time period <br />in which the benefit is paid or accrued, e.g. month or <br />year. <br />3. Wages shall not be paid for a holiday to an employee <br />who is on leave of absence without pay on the day before <br />the holiday. <br />4. When an employee, not under the direction of the Police <br />Civil Service Commission, is absent from work and all <br />accrued vacation and sick leave benefits have been paid <br />out, the Clerk -Administrator is authorized to place the <br />employee on unrequested leave of absence without pay. <br />Such action shall be presented to the City Council for <br />confirmation at the next regularly scheduled meeting. <br />5. The policy shall be effective on February 1, 1987 <br />and shall remain in effect until such time as amendments <br />to the City's personnel code implementing this policy <br />are approved. <br />
