MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Developmen <br />r,�Ul/1 <br />WDATE: January 29, 1987 <br />SUBJECT: PETITION FOR STREET LIGHT ON LAMBERT AVENUE <br />Staff received a petition from 16 property owners on Lambert <br />Avenue. They petitioned the City for a street light on the north <br />side of Lambert Avenue between 2235'and 2243. Attached please <br />find the following: <br />1. Street light installation policy for the City of <br />Mounds View <br />The petition meets the requirements of the City policy with one <br />exception. The policy states that the petition shall obtain <br />signatures of consent of the property owners directly affected by <br />the final location unless it is determined by the City Council <br />that the requested street light is in the interest of preserving <br />the health and safety of residents of the area. The property <br />owner at 2235 Lambert Avenue would not sign the petition because <br />he did not want to have his yard lit up like a football field. <br />The property at 2235 Lambert Avenue is directly across the street <br />from the proposed street light. <br />The petition states that the residents would like to have a <br />street light on Lambert Avenue between 2235 and 2243. I <br />contacted Northern States Power Company (NSP) and, a <br />representative from NSP and myself reviewed the proposed location <br />for a street light and determined that a large tree would have to <br />be removed from Mrs. Van Reese's yard in order to install a <br />street light between 2235 and 2243 Lambert Avenue. NSP <br />determined that a better location for the street light pole would <br />be across the street between 2234 and 2242 Lambert Avenue. I <br />contacted Mrs. Van Reese and explained the situation. She <br />contacted the property owners at 2234 and 2242 Lambert Avenue and <br />they verbally gave their approval for the street light to be <br />installed on the south side of Lambert Avenue in the location <br />proposed by NSP. <br />RECOMMENDATION: I recommend declaring that installation of the <br />proposed street light preserves the health and safety of the <br />residents in the area. In addition, I recommend installing a <br />street light on the south side of Lambert Avenue between 2234 and <br />2242 Lambert Avenue. <br />SWT/bac <br />Attachments <br />
