He stated the Council has a duty and rig <br />se <br />that the original intent is fulfilled. He also pointed <br />out that if Mr. Povlitzki has already t in his 150 <br />brough <br />loads of fill, he must feel confident that the Council <br />is going to grant him a license. , <br />
