0 <br />POSITION ACCOUNTABILITY WRITE-UP <br />Position Title <br />Department <br />Accountable <br />Public Works Director/ <br />City Engineer <br />(Mounds View) <br />Date: August, 1987 <br />Engineering/Inspection and Public Works <br />Clerk -Administrator <br />Primary Objective of Position <br />To provide overall planning and direction to a comprehensive <br />public works, engineering and inspection grogram that will <br />ensure sound physical plant development, maintenance and <br />th <br />service to the public consistent with, City policy <br />Federal and State regulations. <br />Major Areas of Account itY <br />Plans, directs and coordinates a comprehensive public works, 1 <br />engineering, and inspection program designed and implemented <br />to assure the required services are being provided at a high <br />quality level; on a sound business basis consistent with City <br />policy and Federal and State regulations. <br />--- Participates with Clerk -Administrator and other City <br />officials in preparing overall policy and direction <br />for ion to the city Council where <br />policy caffects tthe public works, engineering andh <br />inspection programs. <br />--- Administers policies of the Department so as to provide <br />fair and impartial services. <br />- Consults with the City Attorney as required to review <br />and assure proper legal requirements are being met in <br />all activities, or to initiate legal action to ensure <br />code conformance. <br />--- Provides expert testimony in court cases as required, <br />acting on behalf of the City. <br />-- Oversees and directs the effective enforcement of all <br />State or local building, fire and housing codes and <br />ordinances as established or adopted by the City. <br />Is responsible for the calculation of assessment reappor- 2 <br />tionments based on established procedures to ensure an <br />accurate and equitable division and reapportioning of <br />such assessments. <br />Prepzres and submLts a sound and Cocumented budget and <br />controls expenditures within approved budgetary <br />limitations. <br />
