Uniform Local Government Election Day (B) <br />The League opposes the designation of a uniform local government <br />election day. <br />Home rule charter cities currently have zhe authority, through their - <br />charters, to designate when they want to hold their local elections. <br />Statutory cities may establish either an odd or even year November <br />election date. <br />Decisions affecting only local units of government should be made at <br />the local level unless an overriding state interest can be <br />demonstrated. The League believes that there is no statewide <br />necessity to provide for a uniform local government election day. <br />However, if the Legislature enacts a uniform local government <br />election day, the following features must be included: <br />1. Home rule charter cities should retain the option of setting their <br />own election date; <br />2. Municipal primary elections should continue to be optional; <br />3. All direct costs of state -mandated changes and additions to <br />present city election duties shu..ld be paid by the state; <br />4. Decisions to comb°na school district elections and municipal <br />elections should remain with local cities and school districts; and <br />5. Statutory cities should retain the option of choosing the odd or <br />even year for their elections <br />EE-2. Campaign and Finance Disclosure B <br />1. Distinctions between types of campaign committees and reporting <br />requirements should be eliminated. <br />2.
