DOCKETS UNIT <br />PAGE FIVE <br />® MARCH 24, 1987 <br />(d) Should public education programs be uniform or be <br />allowed to vary according to local conditions? <br />Response: <br />The basics of a public education program should be <br />uniform, however, consideration needs to be given to <br />local conditions which would require differences in the <br />types of information contained in a notice. <br />(e) What additional standards should be established for <br />uniform public education programs? <br />Response: <br />Any additional standards should at a minimum address <br />frequency of notices and the methodology used to <br />publish greater than 75% of the land owners or general <br />public intended to be notified are reached. <br />3. Proposal: <br />Require operators to post conspicuous signs at road <br />crossings. (H.R. 262) <br />Response: <br />Line markers are currently required at public road crossings <br />but no general standards exists regarding the size, color, <br />or amount of information contained on the sign. Therefore, <br />markers vary to a point that they do not always accomplish <br />the purpose for which they are intended. <br />Questions: <br />(a) Are pipeline markers at road crossings an important <br />factor in preventing damage from roadway excavation <br />activities or providing quicker response time to <br />emergency situations? <br />Response: <br />The posting of conspicuous signs at road crossings is <br />important to responders in emergency situations. Had <br />markers not been in place at the scene of the July 8, <br />1986 incident, the first responding fire department <br />units would not have been able to quickly assess the <br />situation and conclude that they were dealing with a <br />pipeline rupture. <br />
