DOCKETS UNIT <br />PAGE SIX <br />MARCH 24, 1987 <br />The needs for signs to warn excavators of the location <br />of pipelines is necessary as long as the local units of <br />government having pipelines in their jurisdictions are <br />not provided detailed location maps which they then <br />would be able to include in the information they <br />give to excavators when issuing excavation permits. <br />(b) if roadway signs are important, should conspicuous <br />signs be required in all neighborhoods and urban areas <br />without regard for the problems of land use, installa- <br />tion, or aesthetic considerations? <br />Response: <br />There is an obvious need for reasonableness and <br />discretion when it comes to placing signs in urban areas <br />but if the need for such signs truly exists, all <br />possible impediments can be surmounted. <br />(c) What should be the standard for conspicuousness? <br />Response: <br />Conspicuousness should generally be defined as being <br />whatever is necessary to draw attention to the fact that <br />a pipeline is located in the immediate vicinity of the <br />pipeline marker. It is difficult to establish a <br />standard of this nature that will be applicable in all <br />possible situations. The regulations need to be written <br />in such a manner as to clearly state the intent and then <br />the enforcement officers should be given the discretion <br />to determine what is appropriate and yet fulfills the <br />intent of the regulations. <br />(d) Would "conspicuous" signs at road crossings interface <br />with other safety signs such as stop signs or rail- <br />road crossing signs? <br />Response: <br />Since there are accepted standards for public safety <br />signs, the design of pipeline markers should be easily <br />accomplished and such design should not detract from <br />these other signs. <br />4. Proposal: <br />Convert required shutoff valves on existing pipelines to <br />work automatically and require new pipelines to be <br />equipped with automatic shutoff valves. (H.R. 262) <br />
