MEMO TO: Mayor and City Council <br />FROM: Engineering Technician Hoffman <br />DATE: March 18, 1987 <br />SUBJECT: STATUS OF JUDICIAL DITCH NO. 1, BRANCH NO. 5 <br />CITY PROJECT 86-6 <br />Part, Construction has now completed the major excavation of the <br />subject ditch. The material removed, known as spoil, has been <br />placed in piles along side the ditch. Within these spoil piles <br />are large chunks of water saturated material which is still <br />frozen. With the arrival of warmer weather, this material will <br />soon thaw and will become workable. When the ground and spoil <br />have thawed, Park Construction will use a small wide track dozer <br />to spread out the spoil piles, blending them into the surrounding <br />ground and placing a 4 to 1 slope on the banks of the ditch. <br />Also, at this time, Park Construction will seed and sod as <br />required. <br />The specifications for the project called for the completion of <br />excavation and grading by March 31, 1987, with the sodding and <br />seeding to be completed by May 31, 1987. Staff has received a <br />letter from Park Construction stating that because of the frozen <br />chunks in the spoil piles, the completion of excavation and <br />grading may run beyond the stated completion date of March 31st. <br />Park Construction also states that just as soon as possible, <br />depending upon the weather, they will complete the project. This <br />letter confirms discussion Staff has had with Gary Rolin, project <br />manager, regarding the progress of work. Staff finds no <br />objection with allowing Park Construction to wait until <br />conditions permit to completion of the grading and would <br />recommend that an extension be granted. <br />As outlined in the project specifications, Park Construction has <br />submitted to the City of Mounds View a request for payment of <br />Partial Pay Estimate No. 1 which was received on March 3, 1987, <br />for the work completed to date on Ditch No. 5. Staff has <br />reviewed the request and found it to accurately reflect the work <br />in place to date. Estimate No. 1 asks for payment of $18,521.42 <br />minus a five percent retainage held by the City for a total of <br />$17,595.35. Did amount for the total project was $27,858.50. <br />Staff recommends that Partial Pay Estimate No. 1 (Invoice No. <br />19408) be paid. <br />Bids have been received from Park Construction and Lake Court <br />Utility Contracting, Inc. for the storm sewer extension located <br />between 7751 and 7807 Bona Road. In order to extend the pipe <br />through the yards and discharge to the east of the rear property <br />line. The project will require removal of the existing flared <br />end section, inflation of 112 feet of 27" concrete pipe, and <br />reinstalling the flared end section. Both bids received include <br />
