Mayor and City Council <br />March 18, 1.987 <br />Page Two <br />a new flared -end section in the event the existing piece is <br />damaged during removal. Staff had determined that the Public <br />Works Department has the time and capability to install the <br />additional fill that would be required over the pipe. Therefore, <br />the prices received do not reflect this work. The Price received <br />from Park Construction is $ <br />Inc.'s 4,600.00. Lake Court Utility <br />Contracting, price was $5,950.00. The high cost of these <br />quotes led Staff to examine another possibility. If the City <br />were to buy the pipe and have it delivered, our cost would be <br />$2,150.40. If a new flare -end section was needed, the cost would <br />be $203.15. To install the pipe, H.B.H. Contracting, who has <br />worked with the City previously, has offered to install the pipe <br />on a time and materials basis for a not to exceed amount of <br />$750.00. The ditch has already been excavated and the ground is <br />very close to within the proper grade necessary in which to place <br />$Ye900P00 toe. le$3,100.00.total Staff Of l�feels is tthat ion wthis extentionould be iistely <br />necessary as the banks are now much steeper between the houses <br />and the ditch due to the removal of 2-1/2 to 3 feet of materials <br />from the ditch. Fill will be placed in to cover the pipe and <br />brought to a height as to allow a blending together of the 2 <br />yards. Topsoil. seed and proper mulch will then be applied. If <br />the homeowner desires to have sod instead of seed, this could be <br />accomplished by having the homeowners purchase and lay the sod <br />themselves or if this area is completed at the time of the <br />sodding and seeding operation for the Ditch No. 1, Branch No. 5 <br />contract, sod could be layed over this portion as part of the <br />project. The homeowner could then reimburse the City for the <br />cost of the sod under the ditch cleaning contract or if the <br />Council chooses, the City could absorb the cost. The approximate <br />cost for sodding this area would be $920.00. <br />In summary of the storm sewer extension, Staff recommends that <br />the City purchase the pipe and have it delivered on site and hire <br />H.B.H. Contracting to install it. <br />Plans for cleaning Judicial Ditch No. 11 Branch No. 5, were <br />developed by Donohue Engineering. The plans were developed from <br />a field survey done in November of 1986. Plans called for <br />ex <br />cept <br />cavationoughout the <br />justdtocthexnorthfor an area of Pinewood a Circle. This <br />area of the ditch was the last to be completed. During the final <br />day of excavation, Staff observed that this section of ditch <br />appeared high and holding back water. Staff discussed this with <br />Park Construction and examined the plans which indeed showed that <br />this area should be low enough to not require any excavation <br />work. 1'3rk Construction stated that the bid did not include any <br />excavation in this area. The ground was frozen at this time, and <br />it was unclear weather or not we were actually seeing the ground <br />
