Mayor and City Council <br />March 18, 1987 <br />Page Three <br />or seeing the level of the ice. In the following week, with <br />warming temperatures, no change was noticed. There was <br />approximately 2 feet of water backed up in the first 400 feet of <br />the ditch. Staff undertook a survey of this section of the ditch <br />to determine, 1) if there was there a problem, 2) to precisely <br />locate it, and 3) is there a solution, and if so, what it is. <br />The results of our survey are that ditch excavation met the <br />proposed design and that the water would flow within the <br />excavated section of ditch properly. However, the section of <br />ditch from Station 4+50 to 7+00 which was considered satisfactory <br />in the plans and cross -sections, is in need of a cut of up to 2 <br />feet in places in order for proper flow to occur. In meetings <br />with Don Grover of Donohue Engineering and Gary Rolling of Park <br />Construction, it was determined that an error occured in the <br />surveying and/or design done by Donohue Engineering. Park <br />Construction offered to do the additional work required on a cost <br />per hour basis. The break down of which is a mobilization charge <br />of $84.00 per hour with a minimum of 4 hours, $109.00 per hour <br />for use of a backhoe for excavation, $88.00 per hour for a wide <br />track dozer for spreading of the soil piles. Completion of the <br />additional excavation with the backhoe has now been completed in <br />a total time of 5 hours ($545.00). In a recent conversation with <br />Mr. Rolling of Park Construction, it has been determined that the <br />spreading work with the dozer will be accomplished, along with <br />the rest of the project, in a time not to exceed 2 hours <br />($176.00). The invoice for the $336.00 mobilization charge will <br />be mailed to Donohue Engineering. Staff will develop a change <br />order for Project No. 86-6 to reflect this additional work. <br />RECOMMENDATION: Staff recommends Council approval of the <br />i o—rrowing: <br />I. Extension of excavation and grading completion date on <br />City Project No. 86-6 from March 31 to April 30, 1987. <br />Payment of Partial Pay Estimate No. 1 for $17,595.35. <br />3. Authorize Staff to purchase pipe and hire H.B.H. <br />Contracting at a not to exceed price of $750.00 for <br />installation of pipe. <br />4. Authorize completion of additional work necessary on ditch <br />to be completed by Park Construction at the atove rates. <br />BH/bc <br />
