1 <br />MEMO TO: MAYOR AND CITY COUNCI <br />FROM: CLERK-ADMINISTRATUR <br />DATE: MARCH 24, 1987 <br />SUBJECT: JLN DEVELOPMENT DRAFT ENVIRONMENTAL IMPACT <br />STATEMENT <br />Staff met with representatives of JLN Development on Monday, <br />March 23rd to review the status of the Environmental Impact <br />Statement (EIS) they are preparing on their proposed <br />development. JLN anticipates that they will have their <br />Draft EIS completed for presentation to the City Council at <br />Your April 6, 1987 Agenda Session. <br />Prior to this document being published in the EUB Monitor, <br />it is necessary that a representative of the City sign the <br />document as it is being prepared on behalf of the City. I <br />have advised the representatives of JLN that this document <br />will not be signed by myself until such time as the Council <br />has made a determination that the Draft EIS has addressed <br />all of the issues identified in the scoping document. This <br />action will not approve the Draft EIS, but simply indicate <br />that it is complete as it relates to the issues identified <br />by the scoping document and that it is acceptable for <br />soliciting public comment and holding a public hearing. <br />A decision regarding the adequacy of the Environmental <br />Impart Statement will not be required until such time as a <br />response has been prepared to any of the comments received <br />from the public during the solicitation process or public <br />hearing. <br />Staff will be preparing a memorandum for the April 13th <br />Council Meeting indicating our position regarding whether or <br />not the Draft EIS has addressed all of the issues identified <br />in the scoping document and if so, recommending Council <br />authorization for my signature on this document. <br />DFP/mjs <br />
