ORDINANCE NO. 310 <br />Page 2 <br />r <br />25.04 APPLICABILITY. <br />Any owner or his agent, who applies for a building permit <br />I under Chapter 59 of the Municipal Code, shall pay a Storm <br />Water Management Charge in an amount, as determined herein- <br />after, to the Fund. <br />25.05 COMPUTATION OF REQUIRED SWM CHARGE. <br />Subdivision 1. Base rate. The 1978 base rate for <br />computation of the SWM Charge shall be 15.3 cents per <br />square foot. This rate shall be adjusted annually on <br />July 1st according to the change in the Engineering New^ <br />i Record Construction Cost Index for the Minncapofis-St. Pail <br />i area. <br />i Subdivision 2. New developments. The SWM Charge <br />t for any parcel og lag upon which there is no existing <br />principal building, as defined under Chapter 40 of the <br />Municipal Code, shall be the product of the base rate <br />established in Subdivision 1 above and the difference <br />between the total runoff equivalent of the existing and <br />proposed land uses established in Subdivision 4 below. <br />a. The SWM Charge shall be zero wherever the <br />difference between the total runoff equiva- <br />lents of the existing and proposed land uses <br />is less than tea. <br />b. The minimum SWm Charge, except as provided <br />in a. above, shall be twenty-five dollars. <br />c. No provision herein shall be construed to <br />prohibit the payment of more than one SWM <br />Charge for a specific parcel of land. <br />d. The SWM charge shall be zero whenever a <br />building permit is issued for the addition, <br />alteration, or improvement to an existing <br />single family residential structure or a <br />lot which has an existing single Tamil; <br />�-, residential structure in an R-1 zoned district. <br />Subdivision 4. Total runoff c uiv ent. The <br />City Engineer shall prepare tots runoff equivalents for <br />all parcels o4 land for which a building permit is sought. <br />The following coefficients of runoff shall be used to <br />compute the total runoff equivalent: <br />
