_ � 5 <br />MEMO TO: MAYOR AND CITY COU L <br />FROM: CLERK-ADMINISTRATO <br />DATE: MARCH 26, 1987 <br />SUBJECT: REORGANIZATION OF PUBLIC WORKS/COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />Based on individual and group conversations with the City <br />Council after Brian Hof.fman's announcement that he has been <br />offered, and would be accepting, a job in Inver Grove <br />Heights, I feel the time is ripe for a discussion and <br />hopeful resolution on the future of the Public <br />Works/Community Development Department. <br />During the brief period since Steve Thatcher's departure, I <br />have spent a great deal of time considering the options and <br />discussing them with people within the Department and <br />organization as well as others whose opinions I respect. <br />out of these discussions has evolved the proposal I would <br />now like to place before you for your consideration. <br />Through our experimenting with the position of Public Works/ <br />Community Development Director, I believe we have learned <br />the following lessons. <br />1) The position cannot be filled by someone trying <br />to perform the duties on a part-time basis. <br />2) The type of engineering required by the City and <br />the number of support staff we can provide requires <br />an individual who is not adverse to doing field work <br />and who has good "common sense" engineering <br />skills found in someone who has developed their <br />talents with true hands on experience. <br />3) The level of development being experienced by the <br />City at this time is such that the demands on the <br />time of an individual needed to address those <br />issues is in conflict with the Public Works and <br />Engineering sides of the job. <br />With that in mind I am proposing that this position be <br />eliminated and that the positions of Public Works <br />Director/City Engineer and City Planner be created. These <br />two positions are described in detail on the attached <br />sheet entitled, "Proposed New Positions". Should develop- <br />ment reduce significantly below the point where a planning <br />staff member is needed, which would appear to be inevitable <br />based on the level of development in the City, this position <br />could be eliminated and duties reassigned at that time. <br />
