MAYOR AND CITY COUNCIL <br />PAGE TWO <br />MARCH 26, 19B7 <br />Lessons similar to those cited for the Public Works/ <br />Community Development Director were learned for the <br />positions of Engineering Technician/Assistant Building <br />Inspector and Public Works Foreman/Building Inspector. <br />They are, <br />1) Both of these positions play dual roles which <br />experience their highest workloads at the same <br />time, i.e. summer months, which make it difficult, <br />if not impossible, for an effective job to be done <br />In all areas of responsibility. <br />2) The level of development occuring in the City at <br />this time is such that the demand on the time of <br />an individual(s) needed to address these issues <br />is in conflict with the public works or engineering <br />duties of these jobs. <br />3) With each passing day it is becoming more apparent <br />that Steve Rose is very frustrated and bitter with <br />the actions taken by the Council to place him on <br />probation and limit his activities to Public Works <br />only. As time goes on, any effort to make that <br />assignment permanent will become more difficult <br />for the organization because of the "persecution <br />complex" he is exhibiting. If it is the Council's <br />intent to permanently remove him from all building <br />and fire inspection responsibilities, now is the <br />time to do it. The introduction of a new building <br />inspector will be accepted within the organization <br />as a logical step at this time and, except for <br />Steve, no one will question the motives. <br />With those thoughts in mind, I would propose the City hire <br />full-time Building Official and permanently reassign Steve <br />Rose as Public Works Foreman as outlined in the attached <br />sheets. I would further propose that the City hire <br />Engineering Technicians on a part-time basis during the <br />summer months to assist the Public Works Director/City <br />Engineer with project inspection and engineering for future <br />projects. <br />This change in organization would result in one additional <br />position being created and increase our payroll costs by the <br />net amount of $30,000 to $45,000 per year. It is my hope <br />that we could discuss this proposal and the Council could <br />reach some conclusions regarding this issue'after your <br />meeting with the Planning Commission on Monday, March 30th <br />which begins at 7:00 p.m. Should any of you have questions <br />regarding this proposal prior to that time, please do not <br />hesitate to contact me. <br />DFP/mjs <br />
