PLANNING COMMISSION <br />PAGE TWO <br />FEBRUARY 27, 1987 <br />4) Lighting - Conversations with Steve Thatcher <br />indicated that the lighting proposed by the <br />developer was determined by him to meet the <br />requirements of City Code. <br />5) Screenine and Bermit� The developer has indicated <br />a willingness to modify the proposed screening and <br />berming within reasonable limits to meet the <br />concerns of the Planning Commission. I would <br />suggest that you indicate to him your concerns in <br />detail and attempt to negotiate an acceptable <br />compromise on this item. <br />6) Traffic - Staff suggests that if traffic is a <br />concern of the Planning Commission, that a study be <br />contracted for to determine what impacts the <br />proposed development might have on traffic <br />conditions at that intersection. <br />7) Sanitary See+er and taater Service - Staff has <br />determined that adequate sanitary sewer and water <br />service is available to the site. <br />8) Si na e - Staff has determined that the signage will <br />meet the requirements of City Code. <br />9) Stacking - Municipal Code requires that stacking be <br />provided equal to the number of cars that• could be <br />washed by the facility during a 30 minute period. <br />Representatives of Amoco Oil have advised that the <br />facility has been designed to provide a maximum <br />usage of 12 washes per 30 minutes. Staff is <br />currently reviewing the site plan to address this <br />issue and will be able to respond regarding this <br />matter at the March 4th meeting. <br />10) The Planning Commission requested that I contact <br />Attorney Mark Karney and discuss with him what the <br />City's options might be regarding regulation of <br />hours and for controlling development if a develop- <br />ment district is created. Attorney Karney has <br />indicated that based on his review of the proposal <br />and other projects in the area, it would not seem <br />reasonable for the City to place a Limitation on the <br />operating hours of this facility as it more than <br />likely will not have any more impact on residential <br />property within the vicinity of the facility that <br />other service stations operating on a 24 hour basis <br />within the City of Mounds View.
