MEMO T0: MAYOR AND CITY COUNCy�� <br />FROM: CLERK-ADMINISTRATORCCII:/:/;; <br />DATE: MAY 28, 1987 <br />SUBJECT: WETLAND ADJACENT TO DAILEY KNOLLS AND DRAINAGE <br />SYSTEM <br />During the Council Meeting on May 26, 1987 Mr. John <br />Winiecki, 7575 Groveland Road Northeast raised the issue <br />regarding the detention of water in the wetland directly <br />behind his home adjacent to Silver Lake Road which drains <br />through a culvert under Silver Lake Road and ultimately into <br />the Silver Lake Woods ponds. At this meeting Mr.Winiecki <br />pointed out that when extremely wet weather occurred he was <br />unable to mow his lawn due to the fact that this area held <br />water and he has attributed this to blockage in the culvert <br />and/or ditch system. <br />Staff, prior to this meeting, had reviewed the situation <br />regarding the ditch system on the east side of Silver Lake <br />Road in relationship to a development proposal that had been <br />received by the City for property located at 2708 Trunk <br />Highway 10. This parcel of land and the twelve acres in <br />which it is located, as well as the Kraus Anderson property <br />directly south of the St. Paul Waterworks Line, all drain <br />through a culvert system into the natural area of Silver <br />View Park and ultimately into this drainage ditch system. <br />It was noted by Staff that the system does not currently <br />properly handle the storm water flow from this twelve acre <br />site allowing it to drain into the Silver Lake Woods ponds <br />which were designed to handle this flow. Any cleaning of <br />the ditch should be done in such a manner as to not only <br />drain the wetland area Mr. Winiecki is concerned about but <br />also the other areas that drain into this ditch. Such a <br />project would require additonal engineering work as the <br />matter had only been addressed preliminarily by Staff before <br />Steve Thatcher and Brian Hoffman left our employemnt. <br />As no flooding of private property causing damage to <br />buildings has yet to occur, to the best knowledge of City <br />Staff, we do not feel that this matter is of such major <br />concern that all projects should be realigned in order to <br />reallow this work to occur this year. Also, due to the lack <br />of Engineering expertise on Staff, the City would need to <br />contract with an engineering firm to have an ultimate design <br />of the project done in order that an evaluation may be made <br />of the need to put the project out to bid ohould it exceed <br />the capability of our personnel and equipment. <br />Staff feels that this situation is not dissimilar to the <br />problems we are experiencing in the Ardan, north Ardan area, <br />Edgewood drainage basin area and many other areas of the <br />
