MEMO TO: MAYOR AND CITY COUN <br />FROM: CLERK-ADMINISTRAT0 <br />DATE: JUNE 9, 1987 <br />SUBJECT: TOM THUMB FOOD STORE, 2408 COUNTY ROAD I, <br />REQUEST FOR REZONING AND CONDITIONAL USE PERMIT <br />FOR THE SALE OF GASOLINE SITE PLAN <br />Pump anal Meter Service, -Inc. has submitted a revised site plan, <br />copy attached, purportedly responding to concerns voiced at the <br />City Council at your June 1st Agenda Session. Staff has reviewed <br />this plan in great detail and wishes to raise the following <br />issues as it relates to this plan. <br />I. Chapter 40.07, Subdivision D, (8), j. requires that <br />all parking and driveway areas are to be surfaced <br />with bituminous material. The plans do not show this <br />as being the fact. <br />2. No plans for lighting, including lighting fixture plans <br />are shown to ensure compliance with Municipal Code <br />regarding adequate lighting and intrusion of that <br />lighting upon adjoining properties. <br />3. The plans do not show the current or future location of <br />the Tom Thumb sign which Staff would assume would include <br />a proposal to include gas price signage. <br />4. Municipal Code Chapter 40.07, Subdivision D, (8), n. <br />requires that, ..all open off street parking shall <br />have a permanent curb area around the entire parking <br />lot, said curb barrier not closer than five feet to <br />any lot line. Grass plantings or surfacing materials <br />shall be provided in all areas bordering the parking <br />area." The plans obviously do not provide for <br />conformance with this requirement, particularly as it <br />relates to the six parallel parking spaces proposed <br />on the south side of the lot behind the store and <br />adjacent to a single family residence. <br />5. Chapter 40.07, Subdivision D, (8), o, requires, "All <br />open, non-residential, off street parking areas of <br />five or more spaces shall be screened and landscaped <br />from abutting or surrounding residential districts <br />in compliance with Section 40.04, Subdivision I of <br />this code." The plans do not call for conformance with <br />this requirement. <br />6. Chapter 40.07, Subdivision F, (3) requires that all <br />accessory off street parking be not less than five <br />feet from any lot line. The plans do not call for <br />conformance with this requirement, particularly as <br />it relates to the parking proposed on the north and <br />south ends of the site. <br />
