f^ <br />RESOLUTION NO. 2210 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION DENYING REZONING AND CONDITIONAL USE PERMIT <br />FOR TOM THUMB, 2408 COUNTY ROAD I, MOUNDS VIEW PLANNING CASE NO. <br />203-87 <br />WHEREAS, Tom Thumb Food Markets, Inc. and Pump and Meter <br />Service have applied for rezoning of their property from B•-1 to <br />B-3 and a Conditional Use Permit to install self service gasoline <br />pumps at the Tom Thumb Store located at 2406 County Road I; and <br />WHEREAS, the Mounds View Planning Commission has reviewed the <br />proposal and recommended denial of the rezoning request on the <br />basis that, <br />1. The proposed use does not conform with the Compre- <br />hensive Land Use Plan. <br />2. The proposed use is inconsistent with the spirit and <br />intent of neighborhood commercial centers (Neighborhood <br />Business District). <br />3. The site cannot accomodate sufficient parking to comply <br />with the zoning ordinance for the proposed use. <br />4. Spot zoning is strongly discouraged by Land Planning <br />Authorities. <br />by Resolution No. 182-87 adopted on May 6, 1987; and <br />WHEREAS, the Mounds View City Council has reviewed the <br />proposal,in detail and held a public hearing on said proposal <br />at their regular meeting on June 22, 1987; and <br />WHEREAS, the Mounds View City Council has given in depth <br />consideration to the proposal and comments submitted by Tom <br />Thumb Food Markets, Inc., Pump and Meter Service, and residents <br />of the community. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />City of Mounds View denies the request for rezoning and a <br />Conditional Use Permit for the installation of self service <br />gasoline pumps at the Tom Thumb Store located at 2408 County Road <br />I for the following reasons: <br />The proposed use is not in conformance with the City's <br />Comprehensive Land Use Plan which calls for the site to <br />have a neighborhood commercial use which is defined as <br />B-1 and B-2 uses. <br />
