1987 LONG TERN FINANCIAL PLAN <br />Page Three <br />S) Leclal and Fire - Legal and fire protection services are <br />provided by contracting individuals or agencies, with the <br />level of service and the expense for such service to the <br />City being determined by them. As a result of a number <br />of recent changes in state law as it relates to DWI <br />arrests and who, the City or County, is responsible for <br />prosecuting non -criminal cases, the City's legal service <br />costs will he increasing and will be an unpredictable <br />factor in the budgeting process. <br />6) Clerk -Administrator's Office - The position of <br />Clerk -Administrator is established by Section 6.01 of the <br />dome Rule Charter with Section 6.03 outlining the duties <br />of the Clerk -Administrator. Basically, the duties of the <br />Clerk -Administrator and, as a result, the <br />.Clerk -Administrator's Office can be summarized as <br />follows: <br />a. All of the duties and responsibilities of a City <br />Clerk in a statutory city including the conduct of <br />elections, maintenance of all municipal records and <br />accounts, and issuance of all licenses and permits, <br />except for building permits and contractor's licenses <br />b. Assist the City Council in the administration of City <br />affairs including the supervision of its employees, <br />programs and activities, and labor contracts. <br />c. Prepare and submit to the City Council reports <br />relating to municipal projects and/or improvements, <br />periodic financial reports, annual operating budget; <br />long-term financial plan, capital improvement plan, <br />and annual financial statements. <br />Develop and maintain good public relations with the <br />general public through the preparation and <br />dissemination of news releases and other information, <br />an annual report on the financial condition of the <br />City and other efforts. <br />Coordination of the City's activities with outside <br />agencies and consultants. <br />The level of service provided by the Clerk -Administrator's <br />Office, staffed by the Clerk -Administrator and Administrative <br />Secretary, are dictated by the dome Rule Charter, statutory <br />or local policy requirements, and the activities of the City <br />Council, City Commissions and Committees, and other City <br />Departments and consultants and the general citizenry. <br />
