MEMO TO: MAYOR AND CITY COUNCIL \ <br />FROM: CLEAR -ADMINISTRATOR <br />DATE: JULY 23, 1987 <br />SUBJECT: LICENSE AND PERMIT FEES <br />Staff 'has reviewed the City's license and permit fees as is our <br />standard practice during each budget cycle and determined that <br />all fees are currently consistent with the expenses being <br />experienced by the City for the issuance of these licenses, is <br />consistent with the fees charged by other municipalities in the <br />Metropolitan Area, and/or is at the maximum level allowed by <br />current state statutes. <br />There is one area where staff would request an increase in <br />license fees, not because said fees are inadequate to meet the <br />City's expenses, but to serve as a means for disuading indivi- <br />duals or businesses from operating in this City which have <br />created problems for us in the past. The specific area where <br />staff is requesting increases is in the fees for transient <br />merchants/peddlers/solicitors. Higher fees are being charged by <br />many cities in the Metropolitan Area in order to regulate these <br />types of individuals or businesses and discourage the less <br />reputable ones From doing business in their community. As this <br />seems to be working for those cities and current practices in the <br />City of. Mounds View as well as current legislation prohibits us <br />from being overly selective in our licensing process, staff is <br />recommending increases in these fees as a means to assist us in <br />that selection process. Staff would recommend that these be <br />increased to the amount of $50.00 per week, $100.00 per month, <br />and $500.00 per year. <br />RECOMMENDATION: <br />Staff recommends increasing the license fees for transient <br />merchants/peddlers /solicitors to the amount of $50.00 per week, <br />$100.00 per month or $500.00 per year by adopting Resolution No. <br />2221. <br />DFP/mjs <br />
