County staff <br />are more interested in reviewing the city's plans and budget for <br />public education, and the final budget can be firmed up later. <br />Within two weeks after the city submits the application to the <br />county, the county staff will review the application and <br />determine whether or not the minimum criteria (see below) have <br />been met. Once it is determined that the minimum criteria have <br />been met, the city should issue the RFP to the recycling service <br />providers. <br />Within one month after issuing the RFP, the cities should begin <br />to negotiate. contracts with a service provider and with the <br />county. Once the contract between the city and county has been <br />fully executed, a copy will be returned to the city.
