costs (staff time).. Public education and administrative <br />expenses together must not exceed 25% of the total recycling <br />program budget. Public- education must, at least, consist of a <br />brochures to all :iouseholds being served by the program. <br />- Recycl,'..g-materials must be delivered to the Ramsey County <br />Recycling Facility. Newspapers can be delivered directly to <br />market but paper market weight slips must be submitted as part <br />of the reporting requirements. <br />Newspaper, glass, (clear, brown .and 'green), aluminum cans, <br />bimetal cans; and tin cans must be collected curbside at least <br />monthly. <br />A mid -year and a final report muse be submitted to the county. <br />The report should include a list of the program activities and <br />their costs, a narrative explaining the successes and <br />shortcomings of the program, any progress made on implementing <br />organized collection, and such as participation rates and <br />tonnages collected. ` <br />- Demonstrable efforts must be made eventually move from an open <br />hauling system to an organized collection system which will <br />include financing provisions for curbside recycling services. <br />Alternative methods may also be possibla, but the 'city must <br />begin to explore some type of long-term financing method. <br />Schedule <br />The .--t is to have curhaiAe service <br />in 1988.
