Evaluates existing insurance programs and recommends plan E <br />changes or modifications to ensure the desired level of <br />protection for the City at the most favorable cost <br />--- Maintains regular contact with insurance carriers to <br />and agents to obtain the best coverage at the best cost <br />Monitors and evaluates outside vendor services to the City 9 <br />and makes recommendations for alternate services as justified <br />Oversees the general purchasing program to ensure compliance 10 <br />with established controls and procedures, approving major <br />exceptions to established purchasing guidelines as justified <br />--- Utilizes group purchasing whenever possible to make <br />the best use of available resources and minimize <br />duplication in time and expense <br />Establishes new or revised accounting techniques, practices 11 <br />and procedures consistent with Federal/State guidelines and <br />oversees transitions to such systems <br />Analyzes historical and current cash -flow patterns and 12 <br />establishes cash -management guidelines and procedures to avoid <br />unnecessary overdrafts or excessive cash on hand <br />Keeps the Clerk -Administrator informed of all important 13 <br />developments which must be known to effectively manage <br />overall City operations <br />Assumes other responsibilities as apparent or as delegated 14^, <br />Other Performance Measurements <br />--- Careful financial planning is reflected by the City's ability <br />to meet existing liabilities and to obtain financing at the <br />most favorable rates <br />--- Expenditures are consistently administered and controlled <br />within the approved budgetary limitations <br />--- Sound investment practices consistently result in a favorable <br />rate of return on investments <br />--- New sources of revenue are researched and pursued with <br />specific program recommendations to generate continued or <br />increased revenue to the City <br />Responsibility for Work of Others <br />Provides direct supervision over --- <br />Accountant <br />Utility Accounting Clerk <br />Accounting Clerk <br />E <br />■ <br />
