POSITION ACCOUNTABILITY WRITE-UP (Mounds View) <br />r Position Title: Clerk -Administrator Date: December, 1987 <br />Department: Administration <br />Accountable To: City Council <br />Primary Objective of Position <br />To perform as chief administrative assistant to the Council of <br />the City and to assist and advise the Council in defining and <br />establishing public property. <br />To plan, direct, and evaluate under Council direction the delivery <br />of municipal services throughout the community. <br />Major Areas of Accountability <br />As approved by the Council, delegateR the authority and 1 <br />responsibility to department heads i..:cessary for the <br />effective delivery of muncipal services throughout the <br />community. <br />---Counsels and directs department heads in ;stsblishing <br />goals and objectives designed to achieve and maintain <br />the desired level of service for community residents. <br />Attends all scheduled or special Council meetings to obtain 2 <br />Council direction and present and interpret results being <br />achieved by any or all departments as one element in developing <br />sound public policy. <br />--- Compiles and distributes agenda items for special <br />operations reports so such materials may be studied <br />by Councilmembers and other concerned parties prior to <br />the meeting discussions and presertations. <br />Establishes procedures consistent with City Council policies 3 <br />which will ensure the Council Minute Book, ordinance Book <br />and Account Books are kept current and up-to-date at all times <br />to ensure availability of information as required or requested. <br />Under Council review, oversees and directs City financial 4 <br />planning, analysis and control with delegation of specific <br />responsibilities to the Finance Director. <br />--- Submits an annual financial report for the public, an <br />annual fiscal budget, and a capital improvement plan <br />for review and action by the Council and recommends <br />overall financial guidelines for the City, within the <br />scope of the approved budget and capital program. <br />
