� S <br />MEMO TO: MAYOR AND COUNCIL <br />4._ FROM: CLERK —ADMINISTRATOR + <br />DATE: JANUARY 27, 1988 <br />SUBJECT: SHAMIM SABUR REQUEST FOR LEAVE OF ABSENCE <br />WITHOUT PAY <br />Attached please find e, letter from Shamim Sabur dated <br />January 18, 1988 requesting a one year's leave of absence <br />without pay. In evaluating this request, I consulted with <br />Finance Director Don Brager, the members of the Finance <br />Department Staff, and the City's Personnel Code. <br />The City's personnel code under Chapter 6.29 Leave of <br />Absence Without Pay provides the following: <br />An employee shall not be placed on leave <br />of absence without pay until all accrued <br />vacation and sick leave benefits have been <br />paid. Such leave of absence shall not <br />exceed a period of 90 days provided the same <br />may be extended beyond this period for <br />continued disability or other good and suffi- <br />cient reasons, but in no case shall it exceed <br />one year. <br />As you may recall, Shamim is currently cn a 90 day Maternity <br />Leave of Absence which will expire at the end of February. <br />Based on the requirements of the Code, the City would be <br />able to grant no more than a 9 month extension to the Leave <br />of Absence should it be determined that such an extension is <br />for good and sufficient reasons and will not be unnecessar- <br />ily burdensome to the organization. <br />In discussing the matter with Finance Director Brager, <br />Accountant Mary Tatarek, and Utility Billing Clerk Dorothy <br />Sandgren it was their unanimous opinion that granting such <br />an extension would be unnecessarily burdensome for the <br />following reasons: <br />1. Based upon past experience the City would not <br />be able to find an individual through the normal <br />hiring process or an employment agency that would <br />be willing to make a 9+ month commitment to a <br />job with no promises of continued employment past <br />that time. <br />2. Due to the fact that the City would more than <br />likely have people moving in and out of the <br />pposition on an irregular basis, Mary Tatarek would <br />be expending an inordinate amount of time training <br />new individuals. <br />
