Planning Commission Staff Report <br /> 11/6/2024—Conditional Use Permit Amendment(modification of garage), 6951 Knollwood Drive <br /> Page 3 <br /> Recommendation: <br /> We recommend that the Planning Commission recommend approval of the conditional use permit <br /> for a 440-square-foot garage addition on the property at 6951 Knollwood Drive, resulting in a total <br /> garage structure of 1,298 square feet, as submitted by the applicant on survey drawings from <br /> E.G. Rud & Sons, Inc. dated 9-23-24, with the following conditions and findings of fact: <br /> Conditions for Approval <br /> 1) The proposed modification to the accessory building conforms with §§ 160.028 and <br /> 160.087(A) of the zoning code. <br /> 2) The garage addition will be compatible in appearance with the existing garage ensuring a <br /> uniform appearance on the property. <br /> 3) The accessory building will be a permanent structure with foundation matching the existing <br /> garage. <br /> 4) The garage and addition will only be used for storage and related activities, not for living. <br /> Findings of Fact for Approval <br /> 1) Wayne Spiering owns the residential property at 6951 Knollwood Drive. <br /> 2) The property consists of a house and detached garage. The square footage of the existing <br /> detached garage is approximately 942 square feet. The applicant proposes an addition to <br /> the garage, resulting in a 1,298-square-foot structure. <br /> 3) Mounds View Zoning Code standards allow an accessory building of more than 952 <br /> square feet only with a conditional use permit. <br /> 4) The requested garage addition will not significantly impact surrounding properties and <br /> meets the standards for approval of a conditional use permit in Section 160.087 of the <br /> Mounds View Zoning Code. <br /> Denial <br /> A conditional use is generally considered a permitted use to which reasonable conditions may be <br /> attached, and outright denial of the request is not recommended. If the Planning Commission <br /> wishes to deny the request, they need to prepare findings that would articulate the reasons for <br /> denial. <br /> 60-Day Deadline <br /> The application was received on October 15, 2024. The deadline for final action by the City <br /> Council per State statute 15.99 is December 15, 2024. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
