Mounds View City Council April 14, 2025 <br />Regular Meeting Page 3 <br /> <br /> <br />Phil Carlson, Stantec, explained the B-3 Highway Business District allows for a wide range of <br />commercial uses, such as restaurants, retail, car repair, and drive-thrus. <br /> <br />B. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1038, <br />Rezoning the Property at 2840 Mounds View Boulevard from B-2 Limited <br />Business to B-3 Highway Business ROLL CALL VOTE. <br /> <br />Assistant City Administrator Beeman requested the Council rezone the Property at 2840 Mounds <br />View Boulevard from B-2 Limited Business to B-3 Highway Business. <br /> <br />Mayor Lindstrom opened the public hearing at 6:15 p.m. <br /> <br />Sharon Kirscher, 8406 Red Oak Drive, requested further information regarding the B-3 Highway <br />Business District and how it differs from the B-2 Limited Business District. <br /> <br />Mr. Carlson stated both allow commercial uses, but B-3 allows uses that were more auto oriented. <br />He indicated B-3 can allow for a drive-thru while the B-2 district does not. <br /> <br />Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:17 p.m. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Second Reading and Adopt Ordinance <br />1038, Rezoning the Property at 2840 Mounds View Boulevard from B-2 Limited Business to B-3 <br />Highway Business and direct staff to publish an ordinance summary. <br /> <br />ROLL CALL: Gunn/Meehlhause/Smith/Lindstrom. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />C. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1039, <br />Rezoning the Property at 7861 Groveland Road from B-2 Limited Business to <br />B-3 Highway Business ROLL CALL VOTE. <br /> <br />Assistant City Administrator Beeman requested the Council rezone the Property at 7861 <br />Groveland Road from B-2 Limited Business to B-3 Highway Business. <br /> <br />Mayor Lindstrom opened the public hearing at 6:19 p.m. <br /> <br />Gloria Pettis, 7950 Fairchild Avenue, asked if the Simon’s building would be repurposed. <br /> <br />Mayor Lindstrom explained the current plan would be to demolish the existing building in order <br />to construct a Dunkin Donuts drive thru in conjunction with the Mounds View municipal cannabis <br />building. <br /> <br />Tony P, 8217 Long Lake Road, expressed concern with the fact there would be a donut shop next <br />to a dope shop.
