Mounds View City Council April 14, 2025 <br />Regular Meeting Page 4 <br /> <br /> <br />Mayor Lindstrom stated this would be the same as having a liquor store or tobacco store adjacent <br />to another use. He discussed the security that would be in place at the municipal cannabis shop. <br /> <br />Hearing no public input, Mayor Lindstrom closed the public hearing at 6:24 p.m. <br /> <br />MOTION/SECOND: Meehlhause/Smith. To Waive the Second Reading and Adopt Ordinance <br />1039, Rezoning the Property at 7861 Groveland Road from B-2 Limited Business to B-3 Highway <br />Business and direct staff to publish an ordinance summary. <br /> <br />ROLL CALL: Gunn/Meehlhause/Smith/Lindstrom. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />D. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1040, <br />Amending the Mounds View Zoning Code Removing Minimum Project Size <br />and Frontage Requirements for Planning Unit Development (PUD) ROLL <br />CALL VOTE. <br /> <br />Mr. Carlson requested the Council amend City Code to remove the minimum project size and <br />frontage requirements for Planned Unit Developments (PUD). He explained most cities have PUD <br />language within their code and the City’s current language requires PUD’s to be 3+ acres in size <br />and have 200 feet of frontage. He reported the proposed change would allow PUD’s on smaller <br />sites. <br /> <br />Mayor Lindstrom opened the public hearing at 6:26 p.m. <br /> <br />Sharon Kirscher, 8406 Red Oak Drive, questioned who makes the final decision on a development <br />size wise. She reported she did not want to see businesses crammed onto parcels because the City <br />no longer had 3+ acre parcels. <br /> <br />Mayor Lindstrom reported the City Council makes this final determination after items are reviewed <br />by the Planning Commission. <br /> <br />Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:28 p.m. <br /> <br />MOTION/SECOND: Gunn/Meehlhause.
