M0U__N_DitSVIEW <br />City of Mounds View Staff Report <br />Item No: 03 <br />Meeting Date: June 2, 2025 <br />Type of Business: Council Business <br />City Administrator Review: NA <br />To: Mounds View City Council <br />From: Evan Monson, AICP, Stantec, City Planner <br />Item Title/Subject: Detached Accessory Dwelling Units <br />Request: Discussion Item <br />Introduction: <br />The City Council is currently considering an amendment to the City Code regarding requirements <br />for accessory dwelling units (ADUs). ADUs are currently only allowed in the city if they are <br />attached to an existing single-family house. The council previously reviewed the issue in 2016 <br />and 2023. In 2023 the Planning Commission had recommended the City Code be amended to <br />allow detached ADUs as a conditional use. The item was tabled in 2023 due to a vacancy on the <br />council at that time. The Council is now interested in revisiting whether detached ADUs should be <br />permitted in the city. <br />Analysis: <br />Regulations and requirements for ADUs vary by community. Staff reviewed the codes and <br />ordinances for communities adjacent to Mounds View (Arden Hills, Blaine, Fridley, New Brighton, <br />Shoreview, and Spring Lake Park) to see what is allowed and specific requirements each <br />community has adopted. A spreadsheet comparing the different communities is included as an <br />attachment; staff included the current requirements for the city as well for comparison. <br />Arden Hills and Spring Lake Park do not permit any type of ADUs. Shoreview is like Mounds View; <br />in that they only permit ADUs that are attached to or within an existing dwelling. Blaine, Fridley, <br />and New Brighton allow attached and detached ADUs. <br />Below is a summary of the different requirements Blaine, Fridley, and New Brighton have for <br />detached ADUs. Staff have included notes on the city's current requirements below as well for <br />comparison. <br />Permitting <br />o Blaine permits ADUs as an accessory use via an Administrative Permit. <br />o Fridley and New Brighton permit ADUs through a Special Use Permit (this permit <br />functions like a CUP). <br />o Mounds View currently permits an ADU that is attached (but not within or internal <br />to) a primary residence/house as a conditional use. <br />Owner Occupancy <br />o All three require one of the ADU or the primary residence/house to be owner <br />occupied, with a requirement that a covenant be recorded with the property. <br />■ This type of requirement is currently under consideration by the City <br />Council and could be applied to detached ADUs. <br />o Blaine also limits the number of adults and children that can live in an ADU. <br />
