City Council Staff Report <br />6/2/2025 — Discussion Item — Detached Accessory Dwelling Units <br />Page 2 <br />• Utilities <br />o Blaine and New Brighton require ADUs to be connected to the same lines as the <br />primary residence/house. <br />■ This is consistent with the current Mounds View requirements. <br />o Fridley requires separate water and sewer lines, unless a connection is <br />'impractical.' <br />• Foundation <br />o All three require permanent foundation. Fridley specifies that the foundation is to <br />be frost -protected. <br />• Parking <br />o Blaine requires three off-street parking spaces for properties with an ADU. <br />o New Brighton requires one off-street parking space on 'an improved surface' that <br />meets City Code requirements. <br />■ Mounds View requirements vary based on whether the unit is internal or <br />external/attached. <br />• Size requirements <br />o Blaine requires different sizes per zoning district for detached ADUs. <br />■ Maximum size of 50% of the finished square footage of the primary <br />residence/house, 25% of the square footage of the rear yard, or 960 square <br />feet, whichever is less. <br />■ Maximum size of 50% of the finished square footage of the primary <br />residence, 25% of the square footage of the rear yard, or 1,200 square feet, <br />whichever is less. <br />o Fridley limits detached ADUs to no more than 50% of the finished SF of the primary <br />residence/house. <br />■ All ADUs are to be a minimum size of 250 SF. <br />o New Brighton limits ADUs to be no larger than the primary residence/house. <br />■ Detached ADUs are limited to the floor area of the primary <br />residence/house, or 1,064 SF, whichever is greater. <br />o Current Mounds View requirements are that ADUs are to have a minimum gross <br />floor area of 300 SF. <br />■ Internal ADUs cannot exceed the area of the floor above or below said unit. <br />■ Attached ADUs cannot exceed 800 SF in gross floor area. <br />Building requirements <br />o All three require ADUs to be 'architecturally compatible' with the primary residence. <br />■ This is required in Mounds View as well. <br />o Blaine limits ADUs to two bedrooms. <br />o Fridley requires exterior balconies and decks above a ground floor to not face the <br />side or rear yard of neighboring residential properties. <br />Location requirements <br />o Blaine permits detached ADUs in rear yards only, and prohibits properties from <br />having a detached ADU in addition to another detached accessory structure such <br />as a garage. <br />o Fridley requires detached ADUs be 10' from side or rear lot lines; if rear lot line <br />abuts an alley the setback can be reduced. <br />o New Brighton requires detached ADUs to be in the side or rear yard, unless <br />otherwise approved via a Special Use Permit. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
