Accessory Dwelling Units (ADUs) Moui�ms ViEw <br />Currently the City of Mounds View allows accessory dwelling units, or ADUs, within a single family dwelling <br />as converted existing floor space, or as an addition to the home with a Conditional Use Permit (CUP). The <br />City does not allow detached, or free-standing, ADUs. <br />FIG. 1 <br />FIG. 2 <br />ADUs are permanent, self-contained residential dwelling units attached to or located within a larger single- <br />family dwelling (home). Also known as "in-law suites" or "granny flats", among others. An ADU must have its <br />own kitchen, bathroom, and sleeping area separate from the primary dwelling. An ADU could be an attic or <br />basement `apartment', a livable space above an attached garage, or within an addition to the home (with a <br />CUP). Unlike a twin home, where two equivalent housing units share a site but are owned separately, an <br />ADU is smaller than the principal home and cannot be owned separately. The owner of the property is legally <br />required to be a resident of either the principal dwelling or the accessory dwelling. <br />If you have a question about ADUs that is not answered below, please contact the Mounds View Community <br />Development Department at 763-717-4020 or permits(d_)moundsviewmn.org <br />MOUNDS VIEW ADU REQUIREMENTS <br />• An internal accessory dwelling unit is not part of an addition- see FIG. 1 above. <br />o Shall have a have a minimum gross floor area of 300 square feet <br />o A maximum gross floor area not to exceed the area of the floor above or below it (excluding overhangs) <br />o A minimum of one off-street parking space shall be provided <br />• An external accessory dwelling unit is part of an addition- see FIG. 2 above. <br />o Shall have a have a minimum gross floor area of 300 square feet <br />o A maximum gross floor area of 800 square feet <br />o The exterior design of the ADU shall be consistent with the character of the single-family home <br />o A minimum of one-half off-street parking space shall be provided <br />• Exterior modifications (excluding windows/doors) and/or additions to a home for the purpose of an ADU <br />require a Conditional Use Permit (CUP). <br />• Only 1 ADU is allowed per lot and single family dwelling (home). <br />• ADUs shall only be located on lots Zoned R1 (Single Family Residential District). <br />• The property owner shall occupy either the primary unit or the accessory dwelling unit. <br />• The property shall be homesteaded. <br />• The ADU shall have its own exterior entrance door (stairs and a landing may need to be provided). <br />• Shall have separation from primary dwelling by means of a lockable door. <br />• Shall have its own kitchen, bathroom, living, and sleeping area. (Living/sleeping areas may be combined). <br />• Shall be licensed as a rental dwelling, and comply with Ch. 119 of the MV ordinances. <br />• Shall use the same water and sanitary sewer connections, and water meter as the single-family home. <br />• ADU exterior entrance shall have a different address (i.e. 2401-A). Addressing shall be compliant with <br />§§ 150.020-150.022 of Mounds View code of ordinances. If the mailbox post is owned and maintained by the <br />city, then the property owner shall reimburse the city for any alterations or replacement. <br />• The property owner is responsible for additional quarterly utility fees upon creation of an ADU, to include <br />the following: sewer service charge; surface water management utility fee; and street lighting utility fee. <br />
