ADU PROCESS & PERMIT REQUIREMENTS <br />To create an ADU within the City of Mounds View, property owners: <br />• Should schedule a pre -application meeting time with the Building Official. Zoning and Building code <br />compliance, requirements, and processes can be reviewed/established. Call 763-717-4020 or EMAIL. <br />• Must create detailed plan drawings and site plan. <br />o Plans should show both the existing (current) conditions/layout, and the proposed conditions/layout <br />after the ADU is constructed. <br />o Site plan should show setbacks from property lines, exterior entrances and access routes, and show <br />required adequate off-street parking for the principal home and the ADU. <br />o Existing & proposed layouts should show all the floor plan dimensions and square footage(s) of the <br />principal unit and the ADU. <br />• If alterations or additions are planned, the building plans must show compliance with all requirements of the <br />current edition of Minnesota Residential Building Code(s). Separate Building, Plumbing, Mechanical, and <br />Electrical Permits are required for any alterations or additions (if applicable). <br />• Submit the plans to the Mounds View Community Development Department at MV City Hall or online. The <br />link to online permit applications can be found on the City's website www.MoundsViewMN.org <br />• Before the Certificate of Occupancy for the ADU is issued, there should be a restriction recorded against <br />the property requiring owner occupancy with respect to at least one of the units. <br />• After documentation of the restriction recording is received, and all final permit inspections are completed, <br />a Certificate of Occupancy may be issued. <br />• A Mounds View rental license for the non -owner -occupied unit is then required after the ADU receives a <br />Certificate of Occupancy. <br />ADDITIONAL RESOURCES <br />In addition to the specific guidance on this page, the following resources have more general information <br />about accessory dwelling units.
