She commented she did not want the Mounds View Police 1 <br />Department to cooperate with ICE in any way. 2 <br /> 3 <br />Mayor Lindstrom reported the City’s position has been to not do immigration checks when people 4 <br />are pulled over. He indicated the City cannot control whether or not ICE comes into the 5 <br />community. 6 <br /> 7 <br />City Administrator Zikmund explained it was his understanding through the Ramsey County 8 <br />Chief’s of Police Association that ICE was focused on individuals who had already been arrested, 9 <br />incarcerated, in prison and were in the system. He reported the activity being described by Ms. 10 <br />Savano has not been occurring in Ramsey County. 11 <br /> 12 <br />Ms. Savano stated she wanted to see the police department having specific guidelines to follow 13 <br />given what was occurring throughout the country. She did not want to see the Mounds View Police 14 <br />Department abetting ICE, but rather wanted to see Mounds View officers protecting its residents. 15 <br /> 16 <br />City Administrator Zikmund reiterated that there was no evidence that this was going on in Ramsey 17 <br />County. 18 <br /> 19 <br />Ben Gillespie, 7980 Fairchild Avenue, explained he supported his neighbor, Deb Sabano’s 20 <br />comments. 21 <br /> 22 <br />8. COUNCIL BUSINESS 23 <br />A. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1042 24 <br />Amending the Mounds View Zoning Code on Standards Relating to Accessory 25 <br />Dwelling Units. ROLL CALL VOTE. 26 <br /> 27 <br />Evan Monson, Stantec, requested the Council consider adopting Ordinance 1042 which would 28 <br />amend Mounds View City Code standards relating to accessory dwelling units. He explained this 29 <br />ordinance would address owner occupancy requirements along with requiring the ADU to have 30 <br />the same finish as the existing structure. 31 <br /> 32 <br />Mayor Lindstrom opened the public hearing at 6:50 p.m. 33 <br /> 34 <br />Sharon Kirscher, 8406 Red Oak Drive, asked if this ordinance allowed for a single-family home 35 <br />to become a duplex. 36 <br /> 37 <br />Mr. Monson reported this ordinance would allow for a basement or an attached garage to be 38 <br />converted to an ADU. 39 <br /> 40 <br />Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:53 p.m. 41 <br /> 42 <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Second Reading and Adopt Ordinance 43 <br />1042 Amending the Mounds View Zoning Code on Standards Relating to Accessory Dwelling 44 <br />Units and directing staff to publish the ordinance summary. 45 <br /> 46
