MEMO TO: MAYOR AND CITY COUNCIL <br />-' FROM: CITY PLANNER <br />DATE: APRIL 12, 1988 <br />SUBJECT: HARSTAD ESTATES,COMPANIES PLANNING CASE NO. EENFIELD <br />NO. 213 87 <br />On April 5, 1988 the City received a resub.nittal from <br />Harstad Companies for the Greenfield Estates Development <br />Proposal. Enclosed you will find the document anL <br />preliminary plat plan for this development. On page 1 it is <br />found that Harstad Companies is requesting the following <br />from the City of Mounds View: <br />1. A major subdivision of 17 single family <br />homes. <br />2. A wetland zoning district map amendment. <br />3. Wetland alteration permit. <br />9. A variance from the: <br />a. 100 foot wetland setback requirement <br />b. 125 foot minimum lot frontage <br />c. 20,000 square feet minimum lot size <br />5. The vacation of right-of-way. <br />6. Park land dedication credit. <br />7. A conditional use permit for working in the <br />flood plain. <br />As per Chapter 98 of the Municipal Code, the permit <br />A,.nti,arinn is directed to the City Council who may refer it <br />to the Planning Commission or City start for review o,,j <br />report. City staff is recommending that Council have the <br />Planning Commission review this proposal. In addition, <br />staff recommends engaging Barr Engineering to review the new <br />Development Proposal and Plat Map. Because of the citizens <br />interest in this proposal it is recommended that a mailing <br />50 <br />eet of <br />dgo out to evelopmenthtonnotifyrthemthin that3thefplan hashbeeproposed <br />n <br />resubmitted. <br />KH/mjs <br />
