V'—�c_ 6 <br />RESOLUTION No. �,ilA <br />CITY OF MOUNDS VIEW <br />COt''TY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION REGARDING POLICY ON ENTRANCE OPENINGS FOR <br />HIGHWAY 10 BETWEEN COUNTY ROAD H AND COUNTY ROAD H-2 <br />WHEREAS, the City Council of the City of Mounds <br />View, after consulting with its Planning Commission and City <br />Staff, has carefully assessed the present and future <br />function of the four -lane roadway in Mounds View now known <br />as T.H. 10, which highway presently carries high volumes of <br />traffic with a mix of through and local traffic; and <br />WHEREAS, the Minnesota State Department of Transpor- <br />tation has plans to construct a realigned T.H. 10 in Blaine <br />between Interstate 35W and T.H. 47, north of its existing <br />alignment. Upon completion of the new alignment for T.H. <br />10, the existing T.H. 10 in Mounds View will still carry a <br />significant volume of traffic, but the composition will be <br />primarily local traffic; and <br />WHEREAS, the City has reviewed traffic impacts of <br />development and redevelopment of property along existing <br />T.H. lo. Recognizing that even when through traffic ir. <br />relocated to new T.H. 10, old T.H. 10 access should be con- <br />trolle,1 to provide for safe and efficient operation of <br />vehiclas along the roadway; and <br />WHEP.EAS, the City ';as recently approved Planned Unit <br />Development plans for Everest Development, Ltd. for the <br />development and construction of Mounds View Business Park, a <br />mixed use project consisting of over 650,000 square feet of <br />office/service and light industrial development and a <br />restaurant on a 52-acre site located nnrrh .,v .•+_�,.. _ _ •• <br />10 . _ .•...y a.n. <br />-•• o, I-36w within the City of Mounds View; and <br />WHEREAS, the City, in its review of the development <br />plans for Mounds View Business Park received and considered <br />a traffic study prepared by Benshoof and Associates, Inc. <br />and dated September 15, 1986. Said traffic study addressed, <br />in part, the traffic impacts of the Mounds View Business <br />Park development upon existing T.H. 10 and included a recom- <br />mendation for access to T.H. 10 at two locations; and <br />t, <br />
