WHEREAS, the City, in approving the development <br />plans for. :founds View Business Park, has limited its access <br />to Highway 10 to two locations: a full movement access <br />approximately half way between County Road H and County Road <br />H-2 (Woodale Drive) and a right -in and right -out access only <br />between County Road H and the full movement access (Quincy <br />Street); <br />NOW, THEREFORE, BE IT RESOLVED that the developer <br />will be required to deed access control at all but these two <br />locations to the City. In cooperation with Mn/DOT, the <br />City, through the developer, will have a full median cross- <br />over installed on T.H. 10 at Woodale Drive and a right -in <br />and right -out access arrangement at Quincy Street; <br />BE IT FURTHER RESOLVED that the City wishes to con- <br />tinue to restrict access to T.H. 10 wherever practicable. <br />The Council therefore adopts the following policies for <br />access to T.H. 10 between County Road H and County Road H-2; <br />1. No additional entrances opening on to T.H. 10 <br />W.11 be permitted where there is a practical alternate route <br />to use the local street system. <br />2. wherever possible, existing access will be <br />closed when property is redeveloped and a practical <br />alternate route to use t!.e local street system is in place. <br />3. New developments will be required to provide <br />a local street system supplementing the street system <br />presently in place and providing access to T.H. 10 and <br />existing street openings, to proposed Woodale Drive or <br />Quincy Street, or to other City streets. <br />Adopted this day of <br />ATTEST: <br />(SEAL) <br />, 1988. <br />mayor- <br />Clerk -Administrator <br />
