MEMO TO: MAYOR AND CITY COUNCIL <br />01 FROM: CITY PLANNER KIM HERMAN <br />DATE: APRIL 14, 1988 <br />SUBJECT: RECYCLING UPDATE <br />Per the Council's request, I have begun looking into <br />additional modifications to the recycling program. This <br />includes different promotional ideas, obtaining recycling <br />containers, and introducing other types of modifications <br />which would produce higher public partir:pation in the <br />program. I have contacted a firm in Chicago which supplies <br />containers and will be receiving information from them in <br />the near future. <br />It is my understanding that the Council has received a <br />letter from Pat Rickaby requesting to use the distribution <br />of recycling containers for a fund raising project for a <br />gymnastics club. Because Cicy staff has not received a <br />copy of the memo I cannot address the issues that may be <br />raised within it. My understanding is that Ms. Rickaby <br />proposes to obtain coupons from interested residents and <br />administer the distribution of these containers. This would <br />C be modeled after the process Arden Hills has used. In Arden <br />Hills the City had sent out coupons to its residents. if <br />the citizen was interested in purchasing a container from <br />the City they would return the coupon. After the City <br />received a certain quantity, they ordered a shipment of the <br />containers. These were then distributed to each of the <br />residents who had requested one. This way the City does not <br />incur any cost, except for the administration time and <br />perhaps the time and money used to develop and mail the <br />coupons. When I spoke with Ms. Rickaby she requested that <br />the City mail out the coupons when mailing out our recycling <br />brochure. At the present time, we are not equipped to do <br />that. It would require additional paper added to the <br />brochure and also some kind of closure on the entire <br />brochure. <br />While I think the use of containers would enhance the <br />YcGl11- - - -d- 7; ,- ', - ' tcct ` <br />.. ..y e. oy: ... ... .. ...:, � :...carn _ .. <br />timing of this request. The program is just getting <br />underway and, in fact, the first pick-up day will not be <br />until June. I currently am overwhelmed with the amount of <br />literature and information given to me by various agencies <br />suggesting promotional options for the recycling program. <br />It is my desire that the City reenforce the proposed program <br />as it currently is developed and then after an initial time <br />period when participation begins to level uff, then <br />introduce new modifications into the program. <br />The City recycling contract with Super Cycle and with the <br />County will only be until the end of calendar year 1988. At <br />this time the City will be going out for bids and may not <br />
