y,." /3 <br />®, RESOLUTION NO. 2318 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION REGARDING POLICY ON ENTRANCE OPENINGS FOR <br />HIGHWAY 10 BETWEEN COUNTY ROAD H AND COUNTY ROAD H-2 <br />WHEREAS, the City Council of the City of Mounds <br />View, after consulting with its Planning Commission and City <br />Staff, has carefully assessed the present and future <br />function of the four -lane roadway in Mounds View now known <br />traffic with wa mix hich highway <br />through and loresentlcarries high volumes of <br />cal traffic; and <br />WHEREAS, the Minnesota State Department of Transpor- <br />tation has plans to construct a realigned T.H. 10 ir. Blaine <br />between Interstate 3514 and T.H. 47, north of its existing <br />alignment. Upon completion of the new alignment for T.H. <br />10, the existing T.H. ;�; i- Mounds View will still carry a <br />significant volume of traffic, but the composition will be <br />primarily local traffic; and <br />WHEREAS, the City has reviewed traffic <br />impactsexistof <br />development and redevelopment of propecnrty g <br />ng <br />Recognizing rlthrough <br />relocated to neww T H. io,old T H. 0 accessshould be cons <br />trolled to provide for safe and efficient operation of <br />vehicles along the roadway; and <br />WHEREAS, the City has recen ly approved Planned Unit <br />Development plans for Everest Development, Ltd. for the <br />development and construction of Mounds View Business Park, a <br />mixed use project consisting of over 650,000 square feet of <br />office/service and light industrial development and a <br />restaurant on a 52-acre site located north of existing <br />10 and west of I-35W within the City of Mounds View; and <br />WHEREAS, the City, in its review of the development <br />_ nary .-e_ni.,nA anA rnnsidered <br />plans for Mounds view DUsl—Is3 <br />a traffic study prepared by Benshoof and Associates, Inc. <br />and dated September 15, 1986. Said traffic study addressed, <br />in part, the traffic impacts of the Mounds View Business <br />Park H. 10 and included a <br />mendationlforent accessnexistinto T.H. 1recom- <br />mendation at two locations; and <br />
