- 2 - <br />Barr Engineering, using a square footage formula, has <br />calculated that Dynamic Designers property represents 29 <br />percent of the wetland. <br />48.06.,.Subdivision 3, A(2). <br />The proposed filling for the development would reduce the <br />excess phosphorus stripping capacity of the wetland by 38 <br />percent. This exceeds the project's apportionment. <br />48.06, Subdivision 3, D. <br />n <br />Storm Water Runoff. A minimum increase in volume of storm <br />water runott to a wetland from a development over the <br />natural volume of runoff may be allowed when necessary for �. <br />use of rc ert but onl when it will not have a substan- <br />tially or signif cantly, as determined by the Council, <br />adverse effect upon the ecological and hy-rologgical <br />characteristics of the wetlands; however, in no case shall <br />the restrictions on runoff set out below be exceeded. <br />Since the total increase in runoff which can be permitted <br />is limited, the Council when considering permit applica- <br />tions shall consider the equal apportionment of runoff <br />increase opportunity to wetland property within the same <br />wetland zoning district. <br />Barr Engineering estimates an increase in runoff volumes <br />of at least 30 percent.
