5M,� 13 <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLFRK-ADMINISTRATO <br />DATE: APRIL 15, 1988 <br />SUBJECT: CITY HALL HEATING AND ELECTRICAL SYSTEMS <br />As you may recall, the 1988 budget contains a $25,000 line <br />item in the City Hall portion of the General Fund Budget for <br />the replacement or upgrading of the City's heating, <br />ventilating, and air conditioning (HVAC) system. <br />To assist in determing what work was necessary in order to <br />correct the problems we are currently experiencing with our <br />HVAC system, I requested that Dan Boxrud have a representa- <br />tive of his firm or a firm that provides them with <br />mechanical engineering services to conduct an evaluation of <br />our system and determine what work would be necessary to <br />bring it to an acceptable operational standard. The firm <br />that provides mechanical and electrical engineering service <br />to SEH is Gausman and Moore, whose founder Glenn Gausman was <br />the original designer of the HVAC system for the City Hall <br />addition in 1974. Mr. Gausman met with Police Chief <br />Ramacher and myself to determine what problems existed with <br />the system and conducted an inspection of the system. As a <br />result of his investigation, Mr. Gausman has determined that <br />although some modifications are necessary to the system, the <br />main problems relate to the fact that modifications have <br />been made to City Hall resulting in an imbalance of air <br />qualities in certain areas and the controls for the system <br />need cleaning and/or minor modifications. Attached please <br />find a memorandum from Mr. Gausman outlining this work and <br />estimates for the various areas where work needs to be <br />accomplished. <br />During my discussions with Mr. Gausman and Dan Boxrud I <br />indicated that we were also experiencing major problems with <br />our electrical system in the City Hall area due to the <br />addition of word processing and computer equipment to the <br />various clerical staff's work stations resulting in over- <br />load,'.ng of the circuitry for their outlets. Mr. Gausman had <br />an electrical engineer from his firm conduct an evaluation <br />of our electrical system and he has recommended that rather <br />than adding additional circuitry to the system, the City's <br />existing equipment can be recircuited to allow for a <br />separate circuit at each computer location thus avoiding any <br />further electrical overload problems. The estimate for <br />this work is between $5,000 and $6,000 not including the <br />cost for having the engineer prepare a detailed set of <br />specifications and plans by which the City can obtain <br />proposals for this work. <br />Considering the difficulties we are currently experiencing <br />with our HVAC and electrical sysems, the fact that Gausman <br />
