� fa <br />RESOLUTION NO. 2328 <br />® CITY OF HOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR A <br />VETERINARY ANIMAL CLINIC FOR KEVIN BARCUS, <br />2554 HIGHWAY 10, MOUNDS VIEW, MINNESOT:. <br />WHEREAS, Dr. Kevin Barcus has requested a conditional use <br />permit for the property located at 2554 highway 10 in the Silver <br />View Plaza Shopping Center for a veterinary/animal clinic; and <br />WHEREAS, Chapter 40.17, Subdivision D (4) provides for an <br />animal clinic as a conditional use in a B-2 zone; and <br />WHEREAS, the Planning Commission and City Council have <br />reviewed the proposal and found it in keeping with the intent of <br />the Code. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Mounds View approves a conditional use permit ror a <br />veterinary/animal clinic contingent upon the following: <br />a. Noise and odor are effectively confined to the <br />premises in accordance with Ordinance No. 90, <br />® Public Nuisances. <br />b. That boarding of animals is not provided for an <br />extended period of time. <br />c. A mechanical ventilation or exhaust system shall be <br />installed to control, caps •:e and remove emissions or <br />odors generated by such use. Such systems shall be <br />separate from the other ventilation systems in the <br />building. Such system shall be designed to prevent <br />the migration of emissions or odors to other parts of <br />the building. Installation must comply with the <br />Minnesota State Building Code Mechanical Systems, <br />Chapter 1345. <br />d. That the clinic meets all Ramsey County Health Codes <br />for a use of that type. <br />e.
