The Tank Force shall record minutes of its meetings which shall be a public record and maintained by the Clerk -Administrator. The Task Force may operate as a committee of the whole or subcommittees appointed by the Chairman. Subcommittees shall report to the Task Force acting as a committee of the ;;hole, 4. Expenditures. The Task Force may request from the City Council the employment of such staff, technicians, and experts as may be deemed proper, and may request such other funds as may be _ necessary anu proper f17 t;.e conduct of its affairs. S. Staffing. The Task Force shall be staffed by City Staff as directed by the Clerk -Administra- tor with the approval of the City Council. f'�1 Assigned staff shall submit written reports on dv' all matters relative to environmental issues including planning ,roposals, environmental damage, etc. to tt' Task Force. Duties. The Task Force shall undertake such etudies and investigations as it may be directed from time to time by the City Council. Such studies and investigations shall be conducted in recognition of any statutory or Municipal Code time limitations and other considerations. The Task Force may investigate, ar:alyze, report and make recommendations on issues directed to it y the City Council which may include but not be limited to the following: a. The Task Force may study the overall environ- mental management situation as it relates to such issues as storm water management, flood plain management, and wetland management. b. The Task Force may examine, study and define the environmental situation of proposed plans and actions that will resolve or prevent identifiable environmental problems.
