Mr. Don Pauley <br />June 6, 1988 <br />00 Page three <br />We would, in this scenario, be short 10 parking stalls (40 - 30), <br />but these would readily be available because of the kind of businesses <br />that are located at either side of the billiard business and in <br />the center in general. Appearance Plus with 1600 SF have available <br />8 stalls. They will only, n an average, occupy 6 stalls. Mounds <br />View Veterinary Hospital dr._ ...:nds View Chiropractor have together <br />3600 SF with 18 available stalls. They would only, on an average, <br />occupy 10. Therefore, considering only the next door tenants to <br />the Billiard, we will have adequate parking even when the Billiard <br />is completely filled. <br />Kraus -Anderson, as an owner of the center, and pack a Qu^, as possible <br />tanant; are not interested in creating a parkin problem since that - <br />would be counter productive for everybody involved. Both of us <br />feel very comfortable with the analysis we have done, comparisons <br />we have made and are therefore convinced that -,arking should not <br />be an item of concern. <br />t•. Impact on Environment: <br />The issue of noise problems and impact on the area were discussed <br />and again, with a maximum of about 40 cars with the busiest time <br />in the evening hours, the impact on the surrounding area should <br />be minimal. Also, I talked with the Chief of Police in Coon Rapids, <br />Mr. Nelson, and he info-med me that a similar opera: •n to Rack <br />a Que, Inc., C. R. Billiards in Spring Brook Mall, is an 'Excellent <br />Tenant' and a very 'clean, good operation'. Chief Nelson said he <br />would be happy to talk to anybody with the City about this issue. <br />In and out traffic to Silver View Plaza, with the magnitude we are <br />here discussing should not, in late evening or early morning hours, <br />be a problem. The noise from Highway 10 would be higher and the <br />most dominant factor for the adjoining residential area. Besides, <br />the activity, if any, would be shielded by the center itself in <br />that the entrance is facing Highway 10. <br />The same concern for r.dighbors was discussed in connection with <br />the Superamerica development, and it was, by the Planning Commission, <br />said that no complaints to their knowledge had resulted because <br />of their activity. <br />Based on the above, I would appreciate if the proposed Oilliard place, <br />Fack a Que, Inc., would be permitted into Silver View ?laza under a <br />conditional use permit. <br />Very truly yours, <br />Tore Wistrom <br />Vice President <br />TW:rm <br />cc: Mr. Jim Toner <br />
